Game devs still use a lot of cheat codes for ease of debugging. They just turn them off before launch.

For big and complex games, instead of cheat codes, developers embed a full fledged console that can run simple or complex commands, such as spawning enemies, reseting quests and so on. Skyrim and Oblivion are two great instances of that.
