I agree with nearly everything you said. I would only add that another necessary condition for consciousness, in my personal view, is statefulness. Besides being an actor, you need to have a continuous existence.

For instance, the recent debate on “are large language models slightly conscious?” is kind of nonsense to me. The models evolve during training but when they are deployed, their weights are fixed and their existence is a mere function call.
