That's a big forgotten aspect of capitalism. Rich countries do specialized, high-paying, work and prey on low-paying work from poor countries. The problem is that "specialized work" is also shifting to cheaper countries. VFX is going to Canada because it is cheaper. The US is just imploding because it no longer is the only place specialized work can be done. Look at US farmers, that's the future of VFX. Sad, I know, but that's what's going to happen.
