This is definitively something people are discussing right now. The missile case is a "bad example", because both the missile and its owner have the explicit intention of harming someone. Instead, consider an autonomous vehicle. The intention of its manufacturer is for it to be safe. The algorithm builtin intention is to be safe. Yet, an accident might happen (and it might not even be the car's fault).
In the case of a Tesla autopilot running into someone, should that person sue the car owner, the car developer, the Tesla company or Elon Musk himself?
